The Gates Foundation said Tuesday, Sept. 15, that it will commit $1 billion over two years to broaden access to artificial intelligence, directing funding toward local-language data and tools for education, health systems and smallholder agriculture.

The commitment accompanies the foundation’s 2026 Goalkeepers Report, which argues that the next 12 to 18 months will shape whether AI reaches lower-resource communities or primarily serves institutions able to pay for the most capable systems. The Associated Press independently reported the amount, timing and planned allocation.

Funding targets language, delivery and local context

AP reported that roughly $100 million will support data sets for underrepresented languages, about $400 million will go to education, another $400 million to health-related work and approximately $100 million to agriculture.

The foundation’s report says useful systems must work in local languages, run on ordinary phones and reflect the conditions in which people make decisions. Its AI for Equity program emphasizes building with governments, teachers, health workers, farmers and local policymakers instead of delivering products designed without their input.

The organization also joined the Agentic AI Foundation on Tuesday as its first philanthropic member. The foundation announcement says it will sponsor an Africa-based developer summit and take a board seat in the open-standards group.

Why it matters

The investment shifts the AI-access debate from model capability to distribution. Tools must be affordable, locally evaluated, privacy-preserving and supported by people who understand the communities using them, with durable maintenance in each target market.

For business leaders and public agencies, the announcement raises practical questions about who controls training data, how systems are procured and maintained, and whether measurable benefits reach intended users.

The funding does not guarantee adoption or impact. The programs will need transparent measures for language performance, reliability, cost, user trust and sustained use. But the scale of the commitment gives governments, technology companies and philanthropies a concrete benchmark: AI access requires data, infrastructure, training and local decision-making, not only free accounts or translated interfaces.
